MIAMI – FIU swimming and diving head coach Randy Horner has been appointed to the NCAA Division I Men's and Women's Swimming & Diving Rules Subcommittee, the NCAA announced.

The subcommittee oversees the sport's playing rules and governance, including the conduct of personnel, rule interpretations, and championship operations. Sport-specific committees like this one report to higher-level administrative bodies within the NCAA.

Horner's four-year term began on Sept. 29, 2025, and will run through Aug. 31, 2029. He is one of three head coaches serving on the 10-member committee, joining Akron's Brian Peresie and Davidson's John Young. In addition, Horner served on the NCAA Swimming & Diving Championship Committee in 2020.

Currently in his 16th season at the helm of FIU's program, Horner has guided the Panthers to nine conference championships, including eight consecutive Conference USA titles from 2015–2022 and winning the 2024 American Conference Swimming & Diving Championship.
